58c7065f08 Implement register_data method on Resource and Scope. (#1094) 
* Implement `register_data` method on `Resource` and `Scope`.

* Split Scope::register_data tests out from Scope::data tests.

* CHANGES.md: Mention {Scope,Resource}::register_data.
